What you will need:

STEP 1
Open a new transparent image size 400x400. Add a new layer and call it outer frame. Close your foreground and open the cherry wood in your background/styles box. Scale 64% and Angle 0
Using your Preset Shapes tool set to Ellipse, Antialias checked, Line Width does not matter, Line Style #1, starting at 50,50 draw out a circle to 350,350. Go to Effects/3DEffects and click Inner Bevel.
Click on the bevel pictures to your left and go to the last one on the right on the second row. With your preset numbers as: Width=10 Smoothness=10 Depth=10 Ambience=0 Shininess=0 Color=#808080 Angle=0 Intensity=55 Elevation=90 click OK.
STEP 2
Choose a complimenting color from your graphic and set as your background color with the foreground closed. Make a new layer and name it picture background. Take your Selection tool set to circle, feather= 0, antialias checked.
Set your pointer at 200,200 and draw out almost to the edge of the inside of your frame lip. Floodfill with your color. Go to Effects/Noise and add noise at 7%, Deselect.
STEP 3
On the same layer add your picture. Go to Effects/EyeCandy4000/Glass and choose these settings: Under "Settings" choose the "Sage" preset. On the "Basic" tab choose these options:
Bevel Width= 14.40 Smoothness= 35 Bevel Placement= Inside Marquee Edge Darkening= 8 Gradient Shading= 14 Refraction= 34 Opacity= 7 Tinting= 40 Glass Color= white
Direction= 90 Inclination= 60 Highlight Brightness= 80 Highlight size= 40 Highlight color= white Ripple Thickness= 0 Ripple Width= 72.00 Random Seed= 1 Under the "Bevel Profile"
tab choose Button. Click ok! Go to Layers and Merge Visible and you're done :O) Export to your tubes...
